 here is a tutorial to make a dream effect to a  portrait photo 

let start!

follow the steps below  :

open your favorite photo:

duplicate background layer :

 choose a name for your new layer :

 goto this path on the menu : Filter > Blur > Box Blur :

 set radius to 18 and click ok:

set the blending mode to "Screen" :

 change opacity to 75% :

 ok! it's done

final result :
