By this article you learn how to create a Web Photo Gallery using Adobe Photoshop
I am using Adobe Photoshop CS3, and these steps work on older versions of Photoshop too.
Open Adobe Photoshop and click on file menu and follow menus exactly Fig. 1:

After click Web Photo Gallery you must have a window like Fig.2

In this window we have some options; the styles option is one of the important options that we should select one of them.
Click on combo box and you have a list of styles like Fig3:

If you click on one of the styles a preview of it presents in number 3 area.
I choose Simple – Vertical thumbnails.
Let to select other options.
Click Browse botton (number 1 in Fig 4) and select your photos folder
click include all subfolders If you have subfolders in selected folder.
Other botton is destination; created web photo gallery saves in this folder. (Number 2 in Fig 4)

you want to more customize your gallery click on Options botton . (Number 3 in Fig 4)
For instance click Banner item and fill your information like Fig5

good! Its Done click ok botton and to start creating gallery and wait a moment depends on count of your files
