Hi!
this is a cool tutorial about creating Icey Text effect in photoshop
follow steps below :
Step1:
create a new document with 500×500 px dimention
set Foreground color to #282c54 and Background color to #0a0d2e
now use a Radial Gradient tool from center of document, your document must look like this :

Step2:
type your own text with type tool and use large font size

Step3:
now you must apply some layer styles , please open layer style window and apply these styles :

icey text step 7
icey text step 8
